In concert with military advance into Burma, the objective is to stir up disturbances throughout Burma in order to hamper the enemy’s operations and to induce the Burmese to cooperate wholeheartedly with Japan.
II. Summary of Enforcement:
The Minami Organ shall direct the members of the Burma Independence Party in organizing a rebel army. Their Task shall be to destroy political organizations and create turbulence in the country. The Minami Organ shall organize a volunteer army, forma capable core of members for an independent regime, and establish a provisional government after the suppression of the Tenasserim region. The Minami Organ, moreover shall promptly conquer the Rangoon region, destroy the center of British rule in Burma, establish the foundation of an independent regime and complete independence of Burma following suppression of Upper Burma. This plan shall be executed in close connection with military operation in Burma.
